FNS - Financial News Service

The Financial News Service (FNS) is a tool for publishing and disseminating notices, announcements and press releases. Via the FNS service you can also consult information published by our issuers and by LuxSE itself.

  • Updated fees for the FNS service

    Following the successful implementation of FIRST (Financial Reporting Services Tool), our fees for publishing announcements via our traditional Financial News Service (FNS) will be EUR 300*  (excl. VAT) per document published, as of 1st July 2017.

    However, dissemination and publication services using FIRST are set at EUR 250* (excl. VAT) per document published.

    On 1 July 2017, we will publish a new version of the FNS subscription forms reflecting the updated fee structure.

    *Please note that failure to settle the invoice using a credit card will result in an additional administrative fee of EUR 50.

  • Who is concerned

    Transparency is key: issuers can use our Financial News Service to effectively fulfil their obligations to disseminate information.

    Issuers, or their agents, can publish two types of notices:

    • Regulated information notices
    • Other notices

    All notices are published on the website and simultaneously distributed to data vendors and media via LuxSE's Financial News Service.

    The service can also be used by issuers who are not subject to the Transparency Law. They include:

    • Issuers whose securities are listed on the Euro MTF (obligations covered by the Rules and Regulations of LuxSE) 
    • Issuers who are not listed in Luxembourg 
    • Listed or unlisted investment funds

    Publishing a notice via the Financial News Service is not the same as fulfilling the requirements for filing and storage of regulated information. This can be carried out via LuxSE's officially appointed mechanism (OAM), our regulated information service.

  • Issuer obligations - dissemination requirements

    For regulated information, issuers are required to disseminate information to:

    • One or more press agencies specialising in financial information and/or one or more wide circulation newspapers enabling the concerned investors to be reached
    • The regulated market or markets on which the transferable securities of the concerned issuer are listed for trading

    The Luxembourg regulatory supervisor, the CSSF, considers that an issuer fulfils its obligations with regard to effective dissemination if it transmits the statutory information either itself or through a specialist company. LuxSE, as a regulated market operator who distributes the received statutory information to press agencies and/or newspapers, is considered to be such a specialist company.

    For other types of information, LuxSE also offers the publication and distribution service for information that does not fall within the category of statutory information.

  • How to publish and distribute a notice or press release

    On 1 July 2017, we will publish a new version of the FNS subscription forms reflecting the updated fee structure (for further details see above box: "Updated fees for the FNS service").

    Note: only notices or press releases in PDF format are accepted.

    • Download one of the two forms depending on whether or not the notice or press release to be published contains statutory information.
       
    • Subscription form for regulated information Subscription form for other information
    • Complete all information accurately and sign the document
    • Enclose within the form the notice or press release in PDF format
    • Send the form and attachments to ost@bourse.lu
    • The notice is published and disseminated
    • Later, Ensure that the appropriate payment has been carried out.


    Notices from investment funds are also published on the designated website of Fundsquare, LuxSE's subsidiary.

    Notices or press releases received after the market close are published before the market opening of the next trading day.

FNS integrated in FIRST

FIRST is the latest solution in multi-functional reporting, filing, and storage of documents. Via FIRST you can simultaneously distribute announcements to the market, to the officially appointed mechanism and to the regulator, all through a single portal.
