No, documents will not be stored on the blockchain. The OAM is generating an electronic signature of the document and only the signature, document type and document URL are stored in the blockchain. The document is stored by the secure servers of the Luxembourg Stock Exchange and can be accessed by the document URL.
It is impossible to derive the original document using the electronic signature embedded in the blockchain. The digital signature is by design a one-way function, a function which is impossible to invert.
The issuer, having filed the document, keeps the original electronic file of the document together with the emailed certificate. This digital certificate may be used by the issuer as proof of filing in the future by locating and referring to the appropriate transaction within the publicly available blockchain public ledger.
There are currently various online services that provide easy access to the publicly available blockchain (some examples are etherchain.org, etherscan.io, ether.camp). Direct links to these services will be included within the pdf certificate emailed to the issuer after the digital confirmation.
After the issuer has finalized his filing procedure the document is registered immediately but it normally takes 15 minutes for the blockchain posting to be confirmed (two confirmations are considered adequate).
